According to the Philippine National Red Cross, at least 21 people have been dead, many of them drowned as flood waters rose in Borongan, the main town in Eastern Samar.

The government is bracing for Ruby in Metro Manila as well as in Mindoro and Calabarzon as the center of Typhoon Ruby was located 20 km East of Torrijos, Marinduque at 10 a.m. (local time).
All classes have been suspended in Calapan Oriental Mindoro for Tuesday, December 9, 2014. Mindoro is the seventh-largest island in the Philippines located off the coast of Luzon, and northeast of Palawan.
According to the National Disaster Risk Reduction and Management Council (NDRRMC), around 1,074,080 people have been affected by Ruby and 1,066,141 of them are currently living in the evacuation centers.
Two people are dead, a one-year-old girl and a 65-year-old man, NDRRMC confirmed Sunday evening.

Sixteen provinces, namely, Quezon, Marinduque, Oriental Mindoro, Romblon, Albay, Catanduanes, Masbate, Sorsogon, Camarines Sur, Iloilo, Antique, Northern, Eastern and Western Samar and Leyte including its Southern part have been experiencing power outages.
Three Bicol province, Camarines Sur, Albay and Masbate have been placed under a state of calamity due to Typhoon Ruby, the Department of National Defense said Sunday. The state of calamity allows access to calamity funds so they can address the needs of residents affected by Typhoon Ruby. Typhoon Ruby is expected to exit the Philippine area of responsibility by Thursday morning.
The Hawaii-based Joint Typhoon Warning Center (JTWC) of the US Navy categorized tropical cyclone ''Hagupit'' into a super typhoon on Thursday.
